The outlet states that Tottenham have been joined in the race for the 20-year-old by Arsenal and Newcastle United, while Paris Saint-Germain and AC Milan are also keeping an eye on the youngster.
According to the report, the Blues are open to cashing in on the Brazil international for a fee of around €45m-€50m (£38.4m-£42.7m) this summer.
